Mary Hooper, ACSW, Executive Director
Mary joined the Council in 2003 as the Director of Compliance and Implementation. In that position, she worked with multiple LME/MCO staff forums and workgroups, leaders from the Division of MH/DD/SA, DMA and others to address policy issues impacting system-wide implementation. She accepted her current positions as Executive Director in 2013. She is a firm believer in collaboration and the value of the public MH/IDD/SUD system.
Prior to her work with the Council, Mary worked as Director of Children and Youth Services for Orange, Person, Chatham Area Program and as a clinical administrator for a provider agency.
Ann Rodriguez, Senior Policy Analyst
Ann began working at the Council in 1994. In her role, she works with legislators and their staff and with DHHS staff to ensure that the positions, concerns and recommendations of member LME/MCOs are taken into account in legislative and policy initiatives. Ann also facilitates a number of topic-specific meetings to ensure stakeholder connection that supports LME/MCOs and the system as a whole.
Ann draws upon her work in the U.S. Senate and as a licensed nursing home administrator to navigate the legislative and policy arenas.
Jean Overstreet, Director of Marketing and Communications
Jean joined the Council in 1995. She has a wide variety of responsibilities. She is the Editor of the NC Council’s bi-monthly newsletter – Community News Update, manages sponsorship activities, and plans the Council’s two yearly conferences – Spring Policy Forum and the December Pinehurst conference. The Pinehurst event is particularly well known in the state and attracts about 800 MH/I DD/SUD leaders each year.
Jean also develops all marketing materials for Council events, products and services, assists with website updates and design, and is responsible for the Council’s Affiliate Membership and Awards programs.
Prior to joining the Council, Jean served 5 years as the State Liaison for the American Pharmacists Association in Washington, DC.
Aviance Robertson, M.A.F.M., Director of Operations
Aviance joined the Council in 2001 as Office Assistant. Since that time, she served in a number of positions within the Council, and in 2007 took on the role of Director of Operations, successfully managing all aspects of the organization’s budget and audits. She is key to the Council’s financial stability.
Aviance also handles grants administration, human resources, and benefits, and she oversees all the Council’s outside office supports and contracts.
Hope Jones Newsome, MSW, State Program Director for Child First
Hope joined the Council in 2015 as the State Program Director for Child First and has been working to implement this evidenced-based, early intervention model in eastern North Carolina. In this role, she is also working to expand the service to other areas of the state with the support of key state leaders and funders.
Prior to joining the Council, Hope worked in children services programs for local and state government in various capacities including: strategic planning, program implementation, grants and contracts administration, and system of care expansion. She is a strong advocate for ensuring the availability of high quality services for children and families in the state. Hope holds a certificate from Duke University in Nonprofit Management.
